Video wallpapers would pause on battery

dhh opened a proposal to make owe video wallpapers hold their current frame on battery. It remains open. The current description specifies a default configuration for new users and a migration for existing users without an owe configuration, preserving existing choices. Pausing would stop continued video decoding while unplugged. omacom/omarchy#15219

greptile-apps[bot] found that the migration initially ignored a relocated XDG configuration directory. dhh reported correcting the destination and adding coverage for that case.
